This summary by the General Services Administration (GSA) is clear. It is not inflammatory. It is low key. But it does address some basic issues: Social Security, the IRS, and the military. It also points out that y2k is not just a mainframe problem. Anyone who encounters a critic who says, "There's really not much of a problem here," should hand the critic a print-out of this document.
