In May, 1997, the General Accounting Office announced that Medicare's 70 independent contractors were
not compliant. Medicare was centralizing the entire operation and had fired all of them as of 2000.
Then, in September, President Clinton
killed the centralization program as a failure.
Today, Medicare says some of its contractors are compliant, and all soon will be.
This is a miracle. Why isn't this success rate universal? Why is this success rate visible only in Medicare?
