This posting by Martyn Emery is on target. If the courts survive, they will have to adopt rationing. They will not be hearing small stuff.
If he is correct, then forget about property rights that require a lawyer to defend. Forget about trying to get your money back. Possession will be more than nine-tenths of the law.
Live where there is little crime. Deal with people you trust. Have your assets where you can get your hands on them.
Start preparing now for a new legal order.

Good day to you,
I personally believe that it is highly improbable that the litigation bill will be in that order [a trillion dollars] in the 10 years following the year 2000. Post 2000, the judicial system will be in ruins and it will like everybody else will have to perform judicial triage. I suspect that the courts will only process criminal actions related to the loss of life or injury in the first five years. I also suspect that a high percentage of legal practices will not be fully functional anyway.
It is also my belief that key strategic national businesses such as large software/hardware vendors, transport, telecomms and utilities be exempt from legal action, in the event of a national emergency. We need these organizations to be focused on delivering their services not fighting lengthy legal battles.
