Social Security admits that it must revise 30 million lines of code. It has worked on this project since 1989. By June, 1996, the programmers had completed the repair of 6 million lines of code. They promised to be ready for testing in December, 1998. How can they get from 6 million to 30 million lines in under three years?

Congressman Stephen Horn reported on July 30, 1996: "Social Security . . . [is] not close to completing the inventory and solution stages of conversion."

The Social Security official interviewed here warns of what could happen if there were a 1% failure rate. What if it's 50%?
