The General Accounting Office is Congress's watchdog. It reports that the Department of Defense has adopted an unreliable methodology for dealing with its y2k problems. If this methodology is not fixed, "the department's year 2000 efforts will be at risk of failure."
The Defense Department is still in the inventory phase.
The California White Paper ("Government" category) says that the inventory stage constitutes 1% of the overall y2k project.
