This WASHINGTON POST story points to the problem: insufficient experienced mainframe programmers. There are not an extra 500,000 of them to hire. This shortage assumes, of course, that companies will actually go into high gear to get y2k-compliant. So far, this has not happened.

Over the next three years 500,000 to 700,000 additional programmers will need to go to work in the United States alone to handle date-conversion, according to a study [Prof. Howard] Rubin conducted. "There should have been a code conversion event at the Olympics because we're going to have to start setting new records," he said.
