Gov. Ridge did not mince words at the October summit, where representatives of 40 states met to come to some agreement on standards.

"If this problem is not addressed properly, the picture painted by analysts is bleak, especially for government," Ridge said. "No social security checks going out. No drivers licenses renewed. A police officer, unable to find out if the person she pulled over is a dangerous fugitive. Public transportation systems, the regulation of utilities, government payroll and retirement payments, all could be compromised. "We're talking about everything from minor inconveniences to jeopardizing public safety. This is no small problem."
