This article in FEDERAL COMPUTER WEEK says it plainly under "Interface Issues": If a compliant computer interfaces with a noncompliant computer, bad data will spread to the compliant computer.
Here is the terrifying conclusion: It does no good to repair a computer unless all of the computers in a system are both compliant and coordinated with each other, and none of them interacts with any outside computer that is not compliant.
Basically, it means the destruction of all but tightly knit, centrally managed systems of computers. But there are no such systems -- not in the Defense Department, not the banks, not the railroads.
It means the breakdown of all systems.
It means the breakdown of Western society.
