Department MissionTo provide courteous, consistent, dependable, and trustworthy public service pertaining to the various functions of the Department, including administration, coordination, and enforcement of the Permitting, Inspections, Plan Review Programs, Public Information, Development Review Programs, Environmental Programs, and the Geographic Information System Program, in an effort to foster positive, orderly development and redevelopment of the city's land assets. |
The Department of Community Development provides a comprehensive range of land use information to the public. Staff also support to the City Council, the Board of Zoning Appeals, the Board of Architectural Review, and City agencies and departments. The Department is organized into two divisions - the Division of Growth and Land Management and the Division of Codes and Standards. |
Permitting and Inspections | The Division of Codes and Standards is responsible for the permitting and inspections throughout Cape Coral. To better serve the needs of the public, the Codes and Standards Division has instituted a program to expidite the city permitting process called "One STOP Permitting." One STOP Permitting reduces the permit processing time by coordinating the review between all of the departments. All of the city's permitting needs are handled through the One STOP Permitting program. These permits range from standard building permits to miscellaneous permits such as fences, docks, and seawalls, to trade permits for plumbing, roofing, HVAC and electrical. Through One STOP Permitting, the applicant can expect a 2 day response time for residential permits. Commercial permits are inherently more complex but One STOP Permitting can still result in a 5 day response time. |
Plan Review Programs | The Division of Codes and Standards is responsible for reviewing all plans for new commercial, residential, miscellaneous, additions, and remodel permits. The plans submitted are reviewed for codes and ordinance compliance and processed for fees and inspections. All Plan review except miscellaneous walk-thru's are reviewed during the One STOP Permitting program. |
Development Review Programs | The Division of Growth and Land Management is responsible for the review of developement proposals in the City of Cape Coral as they relate to the provision of city services and use compatibility. The Division administers the City's Planned Development Project (PDP) process, site plan review process as well as requests for rezoning, special exception, variance, vacation of plat and preliminary or final subdivision review. This division is also responsible for adminstering the City's Land Use and Development Regulations. |
Environmental Programs | The City of Cape Coral actively encourages developing the city in an environmentally friendly manner. The Division of Growth and Land Management has responsibility for programs which encourage the protection of several species, including burrowing owls, gopher tortoises, and bald eagles. The city has also enacted regulations to discourage the intrusion of the native landscape plants with exotic species such as Australian Pine, Brazilian Pepper, and Maleluca. |
Geographic Information System Program | The City of Cape Coral has implemented the use of a Geographic Information System (GIS) to provide detailed mapping and analysis capabilities for land parcels within the city. The Division of Growth and Land Management uses the system to aid in their short and long range planning decisions. A GIS terminal, located on the Planning and Zoning Information counter at City Hall, provides access to this information for the general public. This terminal allows the public to view detailed information on an individual property and the surrounding area. Maps can be printed from the terminal for a fee. |
